The idea of blaming the victims of a serial killer is hard to stomach, especially when it comes to the murder of Claire Dears, who died of strangulation in her sleep at her home in the 1990s.
It is also hard to imagine that a woman whose husband was in jail for the murder was not the one at fault for her husband’s death.
But Dearing’s murder was a result of a long history of police corruption, and that was not just because her husband was black.
It was also because the city’s police department was deeply implicated in her husbands death.
The city was already in the midst of a scandal over its handling of Dearings death when the man she killed was arrested for the crime and then put on trial for murder.
When she was killed, police had already been caught up in a decades-long cover-up of Dearss murder, and they were well aware that Dearing had killed her husband.
But they didn’t know about his conviction until months after Dearing died, when they began a massive investigation of the department.
The investigation was led by the police department’s chief, and it was led largely by the department’s most senior officers, including the former police chief.
In the weeks before Dearing was killed and the city was finally forced to confront its failures, a special prosecutor who had been appointed to investigate the police chief, Robert Bell, went to court to try to get a warrant to search the home of a former colleague of Dears’ husband, Anthony Bell.
The case was ultimately dropped, but the damage had already already been done.
The police department knew that Bell was the man who killed Dears because he was the first person who had actually met Dears at a police academy.
And they knew because the police officers who had arrested Bell, including one of the officers who shot Dears in the back, had already investigated him for a sexual assault he had committed years before.
But the police failed to inform the public about the police investigation into Bell.
In fact, the police did not tell the public until weeks after Dears was killed that they had arrested a man for the rape and murder of Darrow.
Darrow’s death had a profound impact on the lives of both Darrow and the police, but it also led to a huge public outcry over the brutality of police and other officials in the city.
For Darrow, the case that led to her death was a wake-up call to make sure that police officers weren’t allowed to abuse and kill black women, and the protests that followed helped lead to the passage of the Fair Chance Act, which was meant to curb abuse by police.
The Fair Chance act, which took effect in 2010, was a response to years of brutality by police, including racial profiling and a culture of impunity.
But it was also a response not just to Darrow but to the ongoing culture of racism in the police force.
In recent years, a wave of criticism and a push to reform the city has led to the creation of a new commission, which is charged with finding ways to combat police violence and discrimination in the department, including ending institutional racism.
The commission is also responsible for making recommendations to the mayor, the City Council, and state and federal lawmakers about reforms to the police.
But for all the changes to the force, it has been decades since the Darrow case has ever come up in the public discussion.
The story of Claire’s murder still resonates in some parts of the country.
In 2010, the city of Ferguson, Missouri, was embroiled in a major police brutality scandal that has since cost the city over $1 billion in legal settlements and the arrest of dozens of officers and an entire community.
In 2014, a police officer in New York City was charged with murder after he shot and killed Eric Garner, a black man, after he was stopped in an unmarked car for selling cigarettes.
A week later, in February, a white police officer shot and injured a black woman in Staten Island, New York, who was also holding a gun and had been in the middle of an argument with a police dog.
In November, a grand jury decided not to indict the officers involved in the deaths of Tamir Rice and Eric Garner.
In 2017, the FBI began investigating whether the NYPD’s New York field office had mishandled the investigation into the death of Eric Garner and whether it had failed to do enough to investigate complaints about excessive force.
The Justice Department investigation into police brutality has been the subject of intense media attention, with President Donald Trump calling for an investigation into all law enforcement.
In 2018, the Justice Department launched an investigation of New York police departments that were involved in police misconduct, and after a year-long investigation, the agency released its findings in December 2018.
While the report does not blame any specific department, it does note that the department needs to do a better job of training officers and
